server has failed error when sending e-mails

We have a few outlook express users on our home computer. Everyones is
working fine but one - when that user sends e-mails he gets back an error
message stating no socket error: 10060 error number: Ox800cccOE - I have
compared our e-mail accounts and don't see anything differetn than mine - any
info on what/where I should be looking to change to he can send e-mails - he
is receiving fine.
