Server Error - cannot create folder _vti_pvt

I had to move some FrontPage 98 files around because of a disk full problem.
Now I cannot get into the files again.

I get a message

"Server Error - cannot create folder _vti_pvt".

When I tried to save the default page in the root web I receive the
following error message "Server error: cannot open file "

There seems to be sort of problem with the permissions?
 
The only safe way to move a FP enabled web it to publish it, it should never be copied between
location.
