Hi Brian,
It seems it is complex issue, the issue may be related to some system
component. To troubleshooting the issue, we can try:
1. Try to connect to other SQL Server, if all is the same, it seems the
issue is related to the specific computer. You can apply Jet SP8 on the
machine: (we can also try to connect to the same SQL Server from other
computer to make sure the issue is machine specific)

2. Reboot the system in Safe mode with Networking, check to see if the
issue occurs.
3. Reinstall Office by using Windows Installer cleanup utility
1). Download the Windows Installer cleanup utility and install it. For how
to download this utility, please click the link below:

2). Run Windows Install Clean Up. The steps are as follows:
a. Click Start->Programs->Windows Install Clean Up.
b. A Windows Installer Clean Up Window appears, click Microsoft Access
2002, and then click remove.
c. Click Exit.

3). Go to C:\Program Files. (I assume you installed Office in the default
Drive C.)
4). Rename the "Microsoft Office" folder as "Microsoft Office Old" (without
the quotation marks).
5). Insert your Microsoft Office CD to the CD-ROM.
6). Install Microsoft Office.
