Serial Ports not working in XP

I have a Dell Precision 650 with XP Professional
installed. I cannot get XP to recognize any devise I plug
into either of the serial ports. I was trying to attach a
scanner, a testing mark scanner, but it won't even
recognize a serial mouse plugged into either port. Dell
says the serial ports pass the tests administered by the
software testing program. It's not their problem. We
have reinstalled XP again with no change in the problem.
Is there a solution? I'm about to install DOS only to see
if the machine will recognize the serial ports outside of
Windows XP.

Are the ports enabled in the system BIOS?
