Serial Port UPS Shutdown

Whenever I plug a serial cable into the serial port it
triggers the automatic shutdown feature every time I
reboot. In Control Panel/Power Management/UPS it says "the
UPS service is currently stopped" but it is obviously
still working. How can I use my serial port for something
other than UPS and stop the automatic shutdown?
 
The serial port(s) can be used for a zillion purposes. One of them is the
interface to a UPS. Whenever the power of the UPS goes low, it sends a
'Shutdown string' to the serial port (if connected) to shut down the PC
orderly. Look at the settings of your UPS software program that monitors the
power of the UPS and the selected serial port. If you disable the program,
you then connect the serail cable to the UPS, the PC should stay ON.
 
Problem is I have no UPS or UPS software at the moment.
I'm pretty sure that is so because I recently reformatted
my hard drive and at the moment have not reinstalled too
much. I have also disabled the UPS section in control
panel/power options.
