Sent messages

When I send a message in outlook 2000 does it have to go to the outbox before it can be sent with "send/receive"? Ever
sent message goes to the outbox and I can only send it with the send/receive command. This seems strange.

YES, but if you follow next instruction, it will happen so fast, you will
not notice it.

You can make them send immediately:
Go to menu Tools>Options>Mail Delivery Tab and put a check in the box "Send
messages immediately when connected". (Underneath that is an option to set
how often to get new messages)
