Sent mail rule fails to execute in offline mode

I created a rule for sending mail. It looks for the text "[@WF]" in the
subject; if found, moves a copy of the mail to a folder named "@Waiting
For". (This is how I tag emails to people, where I'm waiting on them for a
reply and want to follow up. I just put [@WF] in the subject line, the rest
is automatic.)

The rule works when I'm connected to Exhange Server.

But working offline, it does not work -- no copy of the message is created
in the folder.

I have already tried moving the target folder between my mailbox on the
server, and my .PST file (I did update the rule each time, to point to the
new folder location). Doesn't help either way.

Back in Outlook 2000 (which I used up until a week ago), this rule did work
for both connected and offline modes. It worked with Outlook 2000 and both
Exchange Server 5.5 and Exchange Server 2003 (that update was about a month
ago). Only having this problem now with Outlook 2003 (which is working
with Exch Serv 2003).

Outlook tags the rule as "Client Only", which seems fine; was that way with
Outlook 2000.

I really want to get this working again, for offline mode. I'm stumped. I
can't find any KB on this, although I may have overlooked. Any suggestions?

Can anyone help with this? I waited a few days, and I even tried to help
someone else to earn some "credit" here. If anyone can help me, I'd be
grateful.

The simple version: Can you make a rule that moves a sent message to another
folder? Can you get it to work when you send mail in OFFline mode (e.g. hit
F9)?

I can't. It works in online mode, but not offline mode (unfortunately when I
need it the most).

This is Outlook 2003. (Outlook 2000 had no problem with this.)

I just want to figure out if I'm doing something wrong, or if it's a bug in
OL 2003.
