Unless I have just checked email with a S/R call to my ISP, my mail i
create and send gets rejected by my isp. The ISP need authentication
to occur first, which occurs by defualt with the Receive session.

I have checked the box in the account configuration to use my login
info on a send. But it either doesn't seem to do it or doesn't seem to
stick.

I don't have automatic email checking on. Which is maybe why I never
noticed this in Outlook express.

Is there a way to configure outlook 2003 with a pop service, so that
if I just want to send an email , it gets sent and not rejected by the
mail server?

thanks

On the "Outgoing Server" tab for your account (click the "More
Settings..."), select the "log into incoming server before sending" box.
