Sending Mail in Outlook XP

When I sent out an email with apostrophes or commas, the
recipient receives the message with R17; and R30;. For
Example:

'Let's Check it out' would be displayed as LetR17; Check
it out.

Any Suggestions on a Fix?
 
What message encoding are you using? OS Language? Keyboard Language?
