Sending in outlook

Hi there
I am getting this error message in outlook: Does anyone
know why I can't send emails? I can receive them fine but
can't send any.

This is indicative of not authenticating to your outbound mail server.
CHeck the properties pages of your email account and make sure you're
authenticating to the outbound server.

I tried that but it still gives me the same error... Aside
from this, would there be another reason why this would
happen?
 
I think the answer probably lies with your Internet Service Provider.
Some further info. from them would probably set things right.
