Sending email?

Hello this is the error message I am getting since I have this new computer
with WindowsXP svc pack2.

The message could not be sent because one of the recipients was rejected by
the server. The rejected e-mail address was *******@hotmail.com'. Subject
'Re: Fwd: (no subject)', Account: 'pop3.ixpres.com', Server:
'smtp.ixpres.com', Protocol: SMTP, Server Response: '550 5.7.1
<********@hotmail.com>... Relaying denied. IP name possibly forged
[**.**.**.***]', Port: 25, Secure(SSL): No, Server Error: 550, Error Number:
0x800CCC79

I reinstalled 3 times Windows with the recovery disk provided by Dell, got
rid of the antivirus, disabled the firewall , even got a new hard drive,
contatcted my ISPnumerous times, all the settings are right (by the way my
other computer with Windows 98 does not have this problem).
I can receive but still cannot send any email except to myself. The problem
seems to come from the software.
Anybody knows what is going on?

Configure the e-mail account in Outlook to authenticate to the SMTP
server.
