Sending an HTML formatted message in OE6

I posted this query in the Outlook Express 6 newsgroup about 10 days ago but
unfortunately I haven't received any relevant replies.

My current OE6 Mail Sending Format is HTML and has been for as long as I've
been using OE. During the past few weeks when I attempt to send a message, a
message box pops up indicating that "You are sending this message as a
rich-text (HTML) message...", and goes on to state that some recipients
prefer to receive plain-text messages. The message box provides options to
send the message either as an HTML or plain text message.

It makes no difference whether the message I am attempting to send is a new
message, or a reply to a message, or a forwarded message. The message box
referred to above always pops up. I find this message box quite annoying and
would like to know if there's any way to disable its appearance. I suspect
it came about as a result of a recent Windows Critical Update that I
installed, but I haven't been able to trace which one, if indeed the cause
was a Critical Update.

It's true many people prefer to receive plain text and will avoid HTML
email. I'm one of those. Setting the email client to view HTML mail is
a not-insignificant security and privacy risk to the receiver.

I urge you to consider being sensitive to your correspondent's security
concerns by not forcing them to use HTML viewers to read mail.

That being said, I can't find any setting in my OE (which us fully up to
date with patches) which controls this. I can' only think that maybe
you have some other program monitoring OE for this configuration. THis
could be a legitimate program that you or your company installed, or
could be illegitibmate (spy-bot or virus). My *hunch* (simply becuase
there is not setting to control this that I can see in OE) is that this
has nothing to do with OE or with XP updates.
