Sending a new meesage in Outlook

When I open a received e.mail in outlook and then press 'new' to send a
response to it the new message form fills the whole screen .If I press
minimise the message form disappears and is replaced by a suare toolbar.What
am I doing wrong-

To reply to a message, click "Reply" (not "New").

If you don't want it full screen, click "Restore" and drag the
Corners/Edges to suit.

If you're replying to a received message, why don't you use "Reply" instead
of "New"?
