Sending a draft e-mail for another person to release

Does anyone know of a way to send a draft e-mail from one
person (employee) to another person (boss) complete with
intended addressees so that the boss can review and hit
send, making it look to those who receive the e-mail like
it was sent from the boss?

He can forward to people (deleting the "FW" in subject line and the block
that describes who it was from - "employee")... but he would have to enter
addresses himself.
