send recieve

I am using Office xp. For a while I had no problems and then the other day, after installing MCI Total access to gain access to my MCI web page, I was not able to send or recieve mail from Microsoft Outlook. Therre is the send/recieve button on the task bar but the options in the tools menu are gone (yes, I have clicked the double arrow to get the full menu.) I have double checked many times the account information. Occasionally, I can get the test email settings to work, usually it says failed to send test. Here is the novel part. Outlook Express works just fine, just not the features that Outlook has. Switching users to my wife's windows user name, Outlook works fine. What is going on???
 
Check the properties of the mail accounts [tools>accounts] and make
sure the box is checked on the lower left of the General tab "Include this
account when receiving mail..."
