Send Recieve button not showing up

I had to redo my computer. Reinstalled microsoft office
2000 premium. In outlook my send recieve button disappeard
when asked wheather to enable or disable macros. Can't
find how to get my button back.
 
It disappeared after asked you ? or when you start it ?
