Send/Receive Progress Window

In Outlook 2002, no exchange server:

When I check my mail at my office, the progress window show downloading
message x of x. At home it just says sending and receiving.

In previous versions I recall that this functioned differently depending on
the mode of Outlook. What's the deal?
