send/receive only works when computer rebooted

I have Outlook 2007. All of the sudden I can only recieve messages after I
reboot. Send/Receive function does not get past 40% completed.
 
Open Task Manager, Processes Tab.........end any instances of Outlook.exe
Then start Outlook using the safe switch
Run
Outlook.exe /safe
How does it perform now?
