Send Messsages

It appears that Word is used to type the messages and it has a send on the
toolbar. However, when we press send it just sends the message to a box to
be sent and then we have to go to the other toolbar and press send. It is
hard to remember that there are two places that have to be pressed for
sending messages. Why doesn't the first send in Word send the message?

Your other app, in this case Word, sends the msg to the Outlook Outbox, when
outlook performs an auto send/receive it is sent (assuming outlook has been
configured to poll for mail every xx minutes)
Word cannot physically send any email, your mail client sends the mail
