how do u send a "exe" file via outlook
what setting need to be change so outlook well not block
the outgoing email with the attachment of a "exe" file

Zip the exe using WinZip or similar.
 
I've tried to explain the reason for Outlook blocking these type of files
and possible workarounds for it on my site.

When sending .exe files many email, and virus checking,
systems assume that the attachment may be infected. Change
the extension to .xxx (or any other letter combination
that is non threatening) and instruct the recipient to
save it to disk and change the extension back to .exe
prior to running.
