sen/receive error in Outlook 2003

I hit the send/receive button and nothing happens. I can send a message but
not receive. Does anyone know if there was a recent automatic update that may
have reconfigured Outlook 2003?
 
When pressing Send/Receive no dialog pops-up?
Is there still listed on your mail server?
What mail account type are you using?
 
Are you running a virus scanner that integrates with Outlook? Disable this
integration and try again.
Since when do you have this issue? What have you changed in between?
 
I am running Norton Utlities 2003 - I have ran a virus scan nothings comes
up. The only new software I installed was the 2003 Frontpage Upgrade. There
were a few automatic updates that were installed on my system. After those
updates is when I noticed my system started acting slow to receive e-mails.
I also noticed an issue when I was adding a new e-mail account. It wouldn't
hold the preferences. I have tried the detect and repair process and still
nothing.

There is no dialog popup. It still appears listed on mail server. I use
POP3
account.
