you want the program to create more data by trying to guess what the real
image is and then increasing its resolution, and it should guess so well
that it will create this new data exactly like it would be in reality....
thats all you want?

all you can do is increase the resolution or dpi but that will just create a
more fuzzy output.
there are also programs that try to focus blurry images, but they dont do
miracles
