Is there a utility that would put 4 bootable and 1 nonbootable partition on
the same hard drive?

There can be a maximum of four primary partitions, one of which can be an
extended partition. Four is the max. Some OS's can be installed to a
volume on an extended partition as long as their boot files are on a primary
active partition.
 
Try a partitioning utility, like BootItNG. Read the documentation and
caveats to having more than 4 primaries on a hard drive.

Some boot managers, e.g. XOSL, let you boot into as
many primary partitions or logical drives as you have on
your hard disk. XOSL is free.

Disregard my post. As others have pointed out there are utilities that will
do this.
