If you're seeing a "pixilated" image - one that looks like a mosaic
made of square tiles - you've enlarged it to the limit of the
information in the image. Unless you're in a TV show and have access
to the magic image manipulators that they have, you can't improve that
image. Quite simply, you're looking for information that just isn't
there.
Try using what used to be a GenuineFractals plugin for Photoshop - although
it also works in Paint Shop Pro.
They were bought out by another company which is charging lots of money for
it now, but you can use it as a 30 day trial, which may be good enough for
you.
