Seeking a scanning radio tuner card for XP.

I want a high quality radio tuner for
scanning all frequencies, police, marine,
commercial etc. for UHF & ULFs.

Ideally this would be a card for my XPpro
computer, though a separate box with a USB2
connection would do.

I need the on-screen software too, and
something like the TV tuners would be
suitable.

Please help, Frank
 
Don't know about hooking a scanner to a computer, but radio scanners are
both legal and fairly common. The act that established the FCC (back in
1934, I believe) clearly maintained that everyone (in the US, at least) is
allowed to *receive* transmissions; licensing is require for transmission.
Some jurisdictions have ordinances against *mobile* scanners, presumably out
of a concern that crooks might use them to keep tabs on the cops, but a home
scanner is perfectly legal. 'Course, you have to program into them which
channels you want to hear (all-frequency all the time scanners being
military equipment...). Anyone who really cares what you hear uses
encryption.

True in some places it is legal. But in the state of Michigan, it is
illegal without a HAM license. I don't recall if the restriction was
just mobile or for all.

I also don't know any scanner cards. But what is more likely is a high
end scanner that can be programmed with a computer. But I don't know if
they exists either. And if there is any scanner cards, I bet the specs
would suck for it. Too much to cram into too little space.
