Seeing the Start Button

My computer boots but I am not seeing the desktop icons nor the start
button.. I only see the screen saver.
The files are accessible through my network from another computer.
How do I get on to see my desktop?

Thanks for the link. I'm unable to get on to the computer period therefore
unable to have it access this downloaded file on the malfunctioning
computer. Can I boot in safe mode? Remind me how that is done please.

Boot your computer.
Press [Ctrl-Alt-Delete] to open task manager.
Click "File" > "New" > Type "iexplore.exe" (Without quotes)
Click OK > Go to the site, Line 195, Right side
Choose Open (not save)
Click Yes at the prompt.
Reboot to see the effect
