Is it possible to secure either a single cell in a table
of a footer or a text box in a Word or Excel Document.

We are trying to create documents created and edited by
one person but authorized by another and cannot have the
authorization field accessed by any one other that the
authorizor.

In Word, no, in Excel, yes.

No, it's not possible. Apart from any number of security hacking measures,
the user can always re-create the document from scratch. Effective document
authorization always has to be outside the document itself -- give the
document an ID number; when authorised file away a master copy somewhere
that is physically secure. Verify documents if necessary by comparing the
issued version with the master copy. If different, someone's been naughty.
The document on its own can never tell you that security has been breached.
