When I open Outlook express using Windows XP I get the
message " This page has an unspecified security flaw ,
do you wish to continue "
 
Possibly an inconsistency in the OS's patch level vs. Office / Outlook ? Try patching Outlook / OE up (latest service pack, hotfix etc.) if you haven't already, and see if it still shows up.
