Please help there are files on my computer that I cannot
access even though I am the system administrator. There
is of course an option to access properties. The file
says it's a read only file. I click it off to make it a
normal file and hit apply but it doesn't change it to a
folder I can actually access. Is there anything I can do?

Were you able to access these files before? If yes, did you reinstall XP
and are you using NTFS? If yes again, you need to take ownership of the
files to regain access to them.
