Security Worry?? Always go through a third web link

I use Windows XP Home Edition and DSL. I notice that everytime I type
anything in address window in my IE browser (e.g. www.yahoo.com), it
always go through a third link (click.dotcomtoolbar.com/redirect),
even after I remove its program from Add/Remove Programs. Now I am
worried about security when I browse the Internet. If I block the site
"click.dotcomtoolbar.com/redirect" from "Internet Options..." =>
"Content" => "Content Advisor", then I won't be able to access any Web
site.

Please help me to fix this annoying problem. Thank you so much for
your help.
