Security Update for Windows XP (KB828028)

Auto update for WXP Pro says i need this patch every time.
I install it and get a success message BUT in the
installation history it is "Failed" and goes on to
download again.
I can find the batch file sitting in a VUTEMP folder on my
harddrive.

Anyone know why this is happening and what I can do about
it.
