How do you turn off the "Restrict CD-ROM Access to
Locally Logged on User Only" security option on Windows
XP? I need to turn it off because Windows Installer
doesn't have access to certain files and as a result I'm
unable to install some software.

This policy is in the Local Security Policy but it does not do
what you might be thinking it will. This policy prevents the
CD from being accessed by remote users over the net (like
a file share is accessed).

I've identified a new problem: When I go to Control Panel
and click Administrative Tools, apparently there should
be an icon that says "Local Security Policy", but there
is none.

Also, if the "Restrict CD-ROM access to locally logged-on
user only" policy is not preventing Windows Installer
from accessing files on my CD-ROM drive, then what else
could be the problem? I keep getting Error 1311: Source
File not Found, but the file is obviously there because I
can see it through My Computer.

Local Security policy is available only in Pro edition.
If what you are trying to install is not too large, try making
a copy of it in a folder on disk and install from the hard
drive instead of the CD.
