security issue with xp being a user

We are using american express on the web and it needs to update a file in
the c:\windows\downloaded program files

yet when logged in as a user you can not update these files. when you log on
as a power user or administrator then you can update the files in the
downloaded program files folder. I need a way to let people in the regular
users group to be able to update the files in this folder. the file is a
java file. i think if their was a way to make the default directory some
where under their user folder then it would work. anyone have any ideas or
anything?

Search Help & Support for "Change NTFS Permissions" and
follow the directions for the directory in question, you
can allow Users to write to that directory.
