Is your machine clean ? Checked with a couple good tools today?
If so, perhaps you could tell us what happens (not what does not
happen) when you try to access things.

Greetings:

In C:\WINDOWS\system32\search for Gpedit.msc or type in the Command
prompt and go to User configuration\Administrative Templates\Desktop and
Control Panel change related directives to Not configured.

Hope this helps.

Hi,
Chris again re my help above.
A quick run down on this PC
On the 31st March the machine crashed while on the net
since then I have been unable to access the PC to use.
Here are some of the things that happen.
1. None of the desktop icons work, when you click on any
icon the screen flashes and returns to the desktop in
fact it looks like the desktop resarts (or a lest
explorer), none of the folders on the desktop open to
explore. all except one Excel file that will open excel,
from here I can access all my other files in My docs, but
only via excel.
2. You cannot run any program from the start menu. or
access Control Panel.
3. No keyboard short cuts work ie to open explorer.
I thought all the problems were to do with the security
settings, so created an other user account with full
permissions, this will allow me to logon but not run any
programs.
I haved even tried to change ownership of files and
folders (whilst in Safe mode as this allows me to access
explorer ect.
In answer to your other question I have update norton
anti-virus and it reports back a clean system.
My next atempt is to download AVG anti-virus checker and
CWShredder to see what they report.
Sorry if all the above is a little long winded, I have
tried to give as much detail as possibe
MANY THANKS IN ADVANCE
Chris

If your problem started while on the Internet it's likely your system was
infected with a virus or a troyan horse. It's known that viruses make
changes in the group editor and/or in the registry editor, with similar
consecuences to yours. Troyan horses are known to delete all kind of files,
including system files.
Not all viruses are detected by an updated anti-virus program and even less
of a chance if it's a troyan horse.

You mentioned you can access Explorer in safe mode; here are a few
suggestions to make good use of that posibility.

• First of all try this; in safe mode or trough Excel save as window.. find
C:\WINDOWS\System32\Restore\rstrui.exe and restore to date prior to March
31st.

• Trough the Excel save as window, or the taskmanager, or in safe mode see
if you can access the Internet and run an online virus scan in
http://www.pandasoftware.com

• In Excel save as window find System32 right click on the folder and
explore
• If able to access the Taskmanager; New Task\type gpedit.msc, regedit.msc,
rstrui.exe, explore.exe or iexplore.exe
• If able to access the Command prompt; type program.exe or .msc
• in Gpedit take a look into the directives I mentioned before.

• In regedit.msc
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Explorer\Advanced\StartMenuRun (see if it's not disabled 0) enable 1
Control Panel\should be empty (only the default alfanumeric value w/value
not established)
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\Contro
lPanel & Desktop & StartMenu.... there are a number of keys that could be
causing the problem, examples; Start Menu\Start Menu\Start Menu
Run\Policy\No Run Start Menu\

H_K_L_M\Software\Microsoft\windows\current version\explorer\Start Menu\Start
Panel\Control Panel\Hide, Open, Policy if you have key values that are
preceded with No (e.g: NoRun) the key values must be 0 to be disabled.

Hope any of these suggestions help.

Hi Chris here
Re my problem I am at the moment unable to find the said
file.
CHRIS

Glad you are fixed, and posted back the link/info for others.

I was not meaning to sound terse in my reply, it is just that in future
please keep in mind that we are not seeing what you are, and so all
discription of how the system is behaving can give us clues as to
which of sometimes numerous things might be at play.
