Security Error

Good morning,

One of our users just downloaded our front end to their desktop and tried
using Access for the first time. When he doubleclicked the icon, he got the
following message:

..mdb cannot be opened because you must restart the application for the new
security level to take effect

Anyone know what this is and how I would solve this?

Sorry for the late reply. He is using MS Access 2003. He is using the actual
..mdb file not a shortcut.
