I want to know if I can set NTFS permissions based on, not
only user, but which combination of user and computer that
is trying to access the object (File, Directory, or OU).

No. If NT1 has user Administrator with password swordfish and NT2 has user
Administrator with password swordfish they are the same user, on your
domain. It does not matter where user's profile is stored.

Nope, a user doesn't get access to a computers security context. So you can set up a file to be accessible to a computer
account (assuming using AD groups and AD computer members) and/or set it up to be accessible to a user id, but not set
it up to require a combination of the two.
