securing home network from file downloads/ installs

I have a laptop from work with win\2000 pro, it has a security icon (local security policy) in the administrative tools window, which sets user level permissions. I use a network at home with two win XP computers, and would like to have that same function on the xp systems. Mainly to prevent the kids from downloading/installing any programs without my approval. I found the target program on the W\2k system; it is 'secpol.msc /s'. This is obviously 'security policies' on the w\2k unit, it lives in the win\system32 directory. This file does not exist on the xp operating system. I poked through the admin tools in the xp and found the 'security accounts' in the component services tab, but it does not coincide with the settings in the xp system, and does not appear to do the same thing. I realize I can get software to perform this function, but was hoping to use the windows built in services (if any). Any ideas?
 
You are encountering a limitation of Windows XP Home Edition. Home Edition
is not as configurable as the Professional edition of Windows XP - which
includes management console snap-ins that the Home Edition do not support.

I just learned this the hard way as well.

In the absence of policy functionality in XP Home, what software can be used
to lock down the environment?
