Securing Computer for children

I am running XP and xp Media on my computers. I want to set up a desktop
where my 4.5 yr old can only run one or two programs from the desktop, not
have access to Windows explorer, not access the control panel and not have
access to the items in the system tray. XP does not have the flexibility to
provide this type of access control on a user account basis to my
understanding. What 3rd party products might help me in this task. The bottom
line is that I don't want him to be able to click on anything that might
cause problems.
