Secured sites - error message

I am using Windows XP Professional w/ Explorer 6.0.

I am not able to connect to security enhanced web sites.
An error message displays - the page cannot be displayed.

Dell recently installed a new NIC card. I also recently
connected to a Cable Modem server.

Have not had any successful help from Dell. Anyone have
a similiar problem with the same parameters.
 
In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.

Another thing you can try is:

Go to start/run
Type in: regsvr32 softpub.dll
