Secure web sites

I am unable to log on to secure web sites. I have all
settings as per isp advice. but still no sucess.
I have norton anti virus could this be preventing access?
any other ideas?

Another thing you can try is:

Go to start/run
Type in: regsvr32 softpub.dll
