Section Height

If I have a section in which all fields are empty, no data, does the format
still allocate space on the page for the section or does the section height
become 0, in other words shrink up.

If you want the section to shrink, make sure that the Can Shrink property of
each of the controls and of the section is set to 'Yes' (or True if you set
it in code).
