Searching freeware for particular photo image manipulation

Anyone aware of some SW (free) that can (batch?) add white borders
above/below or right/left to pictures if and only if the picture has a
width/height (or height/width) ratio that is larger than X or smaller than
Y, where X is larger than Y. Typical values for X and Y is 1.5 and 1.3
respectively.

To be used when preparing pictures for printing out on equipment that
prints un-cropped pictures if and only if the width/height ratio falls
within a specified range.

I dont want (my carefully) edited pictures be cropped by some stupid
printingmachine.

Irfanview can add the white border, but I'm not sure about the ratio
part.
