Search With Quotations Eliminates Results

Hello,

When I use quotation makes to search my website, it eliminates all results.
Does anyone know why? Or how to fix this problem? I need to search a phrase
on my site for compliance and when I use the quotes it eliminates all of the
results.

Any help would be appreciated.

Which search feature are you using??

The one in FrontPage, or one provided by your host??

Good luck!
Every time I use the search on my website, I get the following error:

Error from search: 2can't open the inverted index file
/www/d/f/dfwtejanos.com/htdocs/_vti_txt/default.wti/All.inv

Not sure what casues this either.
