Search bar

I have a new processor and the search bar that appeared
above the taskbar and filled with green dots when I did a
search does not appear. How can I see it?
 
what ever this is has nothing to do with a new processor. this doesnt sound
like part of Windows XP either. you need to find who makes this software
and contact them for help.
