Search Bar appears everytime I open IE

I get a blue searchbar at the bottom of desktop every time I open IE. I,ve
run everytype of antivirus and adware program there is to try to get rid of
this problem but have been unsuccessfull.

when I open Taskmanager (proces), this thing is didplayed as ieexplore.exe.
I see two of these, one for the IE and one for this bar.

I noticed that the error page displayed when IE doesnot find the addres you
enter has changed and has liks to places(Its a look a like but not the same

Please Help.
