Scroll mouse behavior in form

Is there a way to prevent the scroll mouse from scrolling through
records? I've found an article on Microsoft's support site that gives
the code to prevent this - I'm wondering if there is some third party
tool or any other way of preventing this without using code. Thanks for
any input.
