Thanks for reading my question. When using the area of
the scroll bar between the arrows, the page scrools well
beond the bottom of the previous page.When scrolling on
the up or down arrows, the scroll function works
according to my settings.Please advise hot to fix the
scrolling problem, between the up and down arrows.

Depends on what is causing it. There was a hotfix not too long ago that
broke a certain style of scrolling (clicking above/below the elevator bar
in the scroll margin). A recent update fixed that.

If getting current on the recent Windows and IE security updates still
leaves you with a scrolling problem, check mouse settings. Some drivers
offer a variable (1 line, 3 lines, etc.) that can be adjusted. Check
settings in Control Panel> Mouse or in your mouse software screens.

There also some programs that have internal settings for scrolling
behavior. Example: Internet Options> Advanced> Smooth Scrolling. So if the
problem is only in some programs, check their preference and option menus
for alternative settings.
