Screensave question

We have computers set up in our conference rooms. Each morning we turn them
on but no one logs in. That way, it's already booted up part of the way and
all someone has to do is log in to use it. Would a screensaver come up if
no one is logged in? I think it would just be best to turn off the
tv/monitor and have nothing than have something running if it's not going to
be used. It was not the idea of the IS department to set them up this way.

Yes screen savers or Monitor standby will activate at the logon screen
if no activity. The power management settings of the last logged on user
are what is used in the next power up.
 
Another question then. Can I set the screensaver to whatever while logged
in as the admin and then change a setting somewhere so that none of the
other 75 users can change it?
