my screen saver is set to 1 minute of down time to
activate. but the screen saver will only activate when
you go into properties every time and apply it. it will
not automaticly work like it should.

Something running in the background may prevent Windows from seeing
the PC as idle. Check your startup settings to find out what is
causing this. Applications that start with Windows can be found here:
- the WIN.INI, section [windows], entries "run=" and "load="
- the Registry keys
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunServices
- the folders
C:\DOCUMENTS AND SETTINGS\ALL USERS\START MENU\PROGRAMS\STARTUP
C:\DOCUMENTS AND SETTINGS\{username}\START MENU\PROGRAMS\STARTUP
