My technican installed a used motherboard and 400 megahertz chip - it
replaced a 500. It worked ok for a while, though I couldn't perform some
downloads and uploads. Now I've had several freezes - especially when moving
around in a website. Hitting a key sets off an alarm. What specifically
does this indicate? Several restarts may be necessary. The cursor freezes
as well, but removing and placing the plug in the computer fixes this.

some technician you have.. ;-))
probably bad Mobo.
I've had similar probs a few years ago. When Mobo warmed up, it sets out a
little bid, and that gave then a bad contact.
(Took me days to find this out )
Try to let your case open, and let a ventilator blow on the Mobo so it won't
heat up that much.
See if it is better than. If yes : prob solved : replace Mobo again. If
no..try to remove/replace other components one by one until problem stops.
